16th Doctrine and Terminology Panel (DTP) meeting took place in Rieti, Italy from 16th to 19th May 2011. 24 delegates from 11 NATO nations (BEL, CAN, CZE, DEU, DNK, ESP, FRA, GBR, ITA, NLD and USA), ACO, ONTC, JCBRN Defence COE as well as one PfP nation (SWE) attended the meeting with the aim to progress the development of essential CBRN doctrinal publications.

16th DTP meeting held in Rieti, Italy was characterised by really proactive approach of all participants as well as the excellent preparation of work by the Custodians, which resulted in the outcome achieved by all syndicates. Similarly plenary sessions were fruitful with plenty of proposals made by delegates.

One of the most important CBRN doctrines, AJP-3.8 reached the status of Ratification Draft 1. It was later on posted on AJOD WG forum for harmonization and after that it will enter ratification process.

Preliminary Study Draft 1 of the ATP-3.8.1 Vol. II was reviewed and it reached a status of Study Draft 1. ATP-3.8.1 Vol. III was promulgated on the 5th of April 2011.

The Merged JCG CBRN and CBRN WG decided that it will not pursue the promulgation of AAP-21(C) any more and DTP will follow the guidance received. According to the latest update provided by the ONTC Acting Terminology Coordinator Mr. Folkert ZIJLSTRA, proposed new terms/changes should be submitted to ONTC using Terminology Tracking Forms (TTFs) for each entry. Terms are approved by consensus with no breaks in silence of the appropriate board.

The NATO terminology database is currently on-line but a modified database will be introduced later this year with a greatly expanded search engine. DTP decided to forward all agreed TTFs to the ONTC to reach NATO consensus on those terms and insert them into the NATO Terminology database. DTP agreed that US Custodian will prepare and provide a timely valid glossary of agreed CBRN related definitions to be posted on the NSA webpage until the new Database is updated and can be used.

The next DTP meeting will be organized from 17th to 20th October 2011 in Brno, Czech Republic and it will be hosted by JCBRN Defence COE.
