          On 10th May 2011 the JCBRN Defence COE had a pleasure to host a very prestigious visit of Norman L. Eisen, Ambassador of the United States to the Czech Republic. His Excellency accompanied by Defence Attaché COL Walter Scales, Army Attaché COL Charles Huber Wilson and Counselor for Public Relations Mr. John Vance arrived to the Centre on Tuesday morning and all guests were warmly welcomed by the JCBRN Defence COE Director COL Zdeněk Čížek. COL Čížek in his opening address pointed out the importance of US Ambassador presence at the COE ground and took this advantage to promote the COE's activities.

         As the USA is going to become a new partner in the COE, by singing the Note of Joining to Functional and Operation Memoranda of Understanding in Brussels on 16th June 2011, the Ambassador was very interested in COE work and future planned activities.

       The COE Director made his Excellency familiar with the COE history, development, concept, principles, mission and wide spectrum of projects included in JCBRN Defence COE Program of Work. The whole visit was topped off with Modeling and Simulation Capabilities presentation, what is an important bilateral project between the Czech Republic and United States of America, This project has been developed to complement special capabilities of the Centre with the aim to support the transformation process of the Alliance.

     On Tuesday 3rd May 2011, the Finnish delegation lead by Senior Staff Officer, Defence Policy Department LTC Hannu Ojala visited the JCBRN Defence COE. The finnish delegates (Ms. Tiina Raijas, Prof. Markku Mesilaakso, Prof. Simo Nikkari, COL Harri Kauppinem and CPT Mikko Elo), accompanied by the Chief of Chemical Corp of Czech Armed Forces, COL Karel Huleja was welcomed by the COE Director, Colonel Zdenek Cizek. 

     The COE Deputy Director COL Janos Zelenak delivered a briefing on the JCBRN Defence COE concept, mission, principles, structure and current status. The delegates were interested in courses and potential future projects, which Finland as a Partner for Peace nation could attend or participate.  The common COE presentation was followed by Defence Institute of University of Defence presentation given by Vice - Director NBC LTC Stanislav Florus.

 

        On 27th April 2011 Defence Against Terrorism COE (DAT COE) hosted coordination meeting with the participation of other three centers (MILENG COE, C-IOD COE and JCBRN Defence COE). Representatives of these four institutions met in Ankara/Turkey in order to provide update of theirs this year plans and to inform ourselves of next year plans.

       JCBRN Defence COE representative LTC Martin Peša made other delegates familliar with activities leading to development of two new courses focused on CBRN Intelligence and Warning and Reporting System, pilot runs are scheduled for next year. Then he mentioned JCBRN Defence COE increasing engagement in Maritime CBRN C2 Operational Field Trial and asked for cooperation regarding defence against terorrism related items incorporated in Joint Priority Assesment and Work Schedule (JPAWS), JCBRN Defence COE had taken over. Eventualy representatives agreed mutual exchange of lecturers and instructors in order to support educational activities of all centers.

        The JCBRN Defence COE had a pleasure to host 10th Steering Committee meeting, which was held in Vyškov, Czech Republic on 19 - 20 April 2011. The JCBRN Defence COE Director Zdenek CIZEK warmly welcomed all present SC members and representatives from ACT, IMS, WMD Non-proliferation and US EUCOM. In his opening address he pointed out especially the increase of the broad range of COE activities since its establishment and the importance of projects supporting the NATO on strategic level.

         On the first day of the meeting, the JCBRN Defence COE Director introduced status report to the Steering Committee and informed them of successful TNB Assessment Visit, which reconfirmed the accreditation of the JCBRN Defence COE as international military organization. Such result approved that current COE activities had met accreditation criteria specified in COE Concept.

         Subsequently, the ACT representative, Transformation Network Branch Head Col Helmar Storm explained the HQ SACT position on its future development and IMS representative, COL Christopher Harness, gave a presentation on IMS policy work and theirs ongoing activities. The audience found the presentation valuable and agreed on potential future cooperation and active mutual support.

        The meeting continued with discussion on COE support to CBRN Reach Back and Fusion followed with infomational brief desribing additional COE Modeling and Silmulation capabilities, which has been achieved since the last meeting. The first day was concluded with  approvals of proposed Program of Work 2012 and new JCBRN Defence COE CONOPS. 

       The entire SC meeting was topped off on second day when the SC noted the financial evaluation of year 2010, received the informative brief on proicurement process within the COE and eventualy disscused the future COE LAN development.

 

The next SC Meeting is scheduled for the period 20 – 21 September to Vyskov, Czech Republic.

 Read more: CBRN Units Evaluators Course (CBRN UEC) / Pilot Course 2011

        Two years after CBRN Trg WG (autumn 2008) request, The „CBRN Units Evaluators Course / Pilot Course 2011“ was accomplished from 04th April to 8th April 2011 at the JCBRN Defence COE in Vyškov.

        Generally the course was designed and developed in accordance with the Bi-SC Education, Training, Exercises and Evaluation Directive 75-2 by JCBRN Defence COE Training and Education Department, but a good deal of joint (ACO, JFC Naples, JFC Brunssum CBRN subject matter experts)  effort was made and preceded the above mentioned successful accomplishment.
