        In accordance with JCBRN Defence COE aim to intensify engagement in relevant NATO bodies, two COE members - LTC Martin Peša and MAJ Karel Vydra attended PPSG meeting held at WINTERBOURNE GUNNER, UK during 30 NOV – 2 DEC 2010. The main aim of COE participation was to contribute to NATO forces capabilities improvement. Both COE members discussed together with other meeting attendees potential enhancement of protective equipment. Results of such discussions should lead to better protection and higher comfort of persons operating under dangerous conditions in CBRN environment.

       Furthermore LTC Martin PEŠA took over JPAWS (Joint Priority Assessment and Work Schedule) custodianship. This step gives JCBRN COE new responsibility to coordinate projects running within NATO CBRN community.

      The entire meeting attended by representatives of ten NATO countries and Sweden has been evaluated as really worthwhile and profitable to capabilities improvement. Next PPSG meeting is scheduled to Denmark in May 2011, where new challenges in physical protection are to be discussed and evaluated.

            The JCBRN Defence COE, represented by COL Zdeněk Čížek, and University of Rome "TOR VERGATA" represented by the Rector Professor Renato Lauro, signed the Memorandum of Understanding (MOU) on 19 November 2010.

           The JCBRN Defence COE Director COL Zdeněk Čížek and the vice-president of ZRÍNYI MIKLÓS National Defence University of Budapest COL József Padányi, DSc signed the Memorandum of Understanding between these two institutions on 26 November 2010.

         The signing of the MOUs is the first step towards a new way of cooperation between these institutions and the COE. The basic purpose of these MOUs is to make provisions for estabilshment of the collaborative environment between the COE and above mentioned Universities. The cooperation will cover but is not limited to:

 

-  Collaborative of teaching education and training

-  Exchange of teaching and research personnel

-  Collaboration for short-term training, symposhia and other academic meetings

-  Exchange of materials for studying and training

-  Support in the field of science, research, doctrine and lessons learned analysis,

-  Provision of expertise 

         These MOUs are result of negotiations taking into consideration common interest of involved Parties not only on the field of CBRN Defence. We believe that these MOUs will be a bridge for the future cooperation.

         

         The JCBRN Defence COE took part in Computer Assisted Exercise (CAX) PHOENIX 2010 utilizing the framework of MSG-049 on M&S System for Emergency Response Planning and Training. The PHOENIX 2010 Experiment, which is being held from 15 Nov to 19 Nov 2010 at National Military Training Complex „Charalitza“ in Bulgaria. 

 

         The main aim of the Exercise was to improve the cooperation and coordination among ministries and agencies in the planning and execution of operations for emergency response, stabilization and recovery. Moreover, this exercise and experimentation underscored the importance of effective collaboration between the civilian and military organizations whose purpose is to achieve collaborative interaction to benefit the security and protection of population. The JCBRN Defence COE supported Bulgaria with HPAC outputs during exercise. The key emphasis was focused not only on prediction, analysis and evaluation of CBRN events but also on explanation how to use HPAC tool in proper way and support decision making process.

       15th Doctrine and Terminology Panel (DTP) meeting took place in Panama City in the USA from 18th to 21st October 2010.       25 delegates from 12 NATO nations (BEL, CAN, DEU, DNK, ESP, FRA, GBR, ITA, NLD, NOR, TUR and USA), JCBRN Defence COE as well as one PfP nation (SWE) attended the meeting with the aim to progress the development of essential CBRN doctrinal publications. 

      One of the most important CBRN doctrines, AJP-3.8 reached the status of Study Draft 4 and it may become the Ratification Draft 1 if the nations agree by the end of January 2011. Preliminary Study Draft 1 of the ATP-3.8.1 Vol. II was reviewed and it will be discussed also during the next meeting with the aim to produce Study Draft 1. ATP-3.8.1 Vol. III is still in the ratification process; nations are encouraged to proceed with the ratification of the publication until 27th Nov 2010.

        More than 20 attendees from 10 countries take part in the CBRN First Response Course which is organized from 8 – 12 November 2010 at the JCBRN Defence COE in Vyskov. The event is held under the NATO Civil Emergency Planning and Euro-Atlantic Partnership Council (EAPC) patronage and sets a pre-requisite for opportunity to launch one of the EAPC training centers as a part of the EAPC network, by the JCBRN Defence COE.  

       Besides the COE, a number of the collaborative institutions and universities contribute to the Course Training Program that is based on the International CBRN Training Curriculum for First Responders. The main aim is to enhance the value of the response to CBRN incidents and first responders’ interoperability.
